Study Permit Intake Cap Allocations Overview

* Cap in 2025: 438,000 (10% reduction from 2024)
* 2026: Cap remains the same
* Provincial Allocations: Finalized based on latest population data
* Proportion of Study Permits (SP): Master’s study permit allocations = 12% of total SP allocation for 2025

Changes to the exemptions from the Intake Cap

* Study permit extensions for completing a program (no Provincial Attestation Letter [PAL] required)
* DLI change will require PAL and new study permit application

* New Exemption effective January 2025:

* Exchange students requiring study permits (studies longer than 6 months)

Changes to the Post-Graduation Work Permit (PGWP) program

* Growth in PGWP Holders:
* From 180,000 in 2018 to 500,000 in 2023
* Sectors with Highest PGWP Holders:
* Accommodation, Food Services, Retail Trade
* Lower earnings compared to other PGWP holders

* IRCC is looking to align PGWP program with labor needs

* Effective November 1, 2024:
* Language test required for PGWP holders
* CLB Levels:
* University graduates: CLB 7
* College graduates: CLB 5
* Exemptions: Flight school graduates

* College graduates need to be in specific designated fields to qualify for a PGWP starting November 1, 2024

* List of the designated fields will be shared in coming weeks

Spousal Work Permits

* Eligibility Changes:
* Limited to spouses of Master’s (16+ months), Doctoral, or select professional programs
